Consultation on proposals for a new transport system around Leeds Bradford Airport particularly on the east side around Scotland Lane and Whitehouse Lane; this includes the route to the proposed “parkway” station located just before the Bramhope rail tunnel.
“The new proposals would support better connections for public transport and active travel between the proposed parkway rail station, the proposed North West Leeds Employment Hub, Leeds Bradford Airport, and surrounding communities.
These proposals form the first phase of a connectivity package which replaces the A65-A658 Link Route proposals, which were discontinued after consultation feedback demonstrated no clear support for any of the three options .
By improving sustainable and active travel connections in the area, the council aims to unlock investment and inclusive growth opportunities and encourage more people to walk, cycle and use public transport.

Martin Hughes of Horsforth Civic Society points out that it could be significant if there are possible future restriction placed on using Dean Lane as a connection route to Otley Old Road. Although, there may be a future proposal to create a road through the employment hub leading to the A658 / Otley Old Road junction.
It’s also important to understand that on the Scheme Overview and Context map, the blue bits are already in the planning phase (i.e., getting from the station to Scotland Lane). The orange-coloured bits are what this consultation is all about and these are proposals only. The green bits are future proposals that are not currently under consultation – but there is no reason why you can’t make your comments about these.
Please study all this carefully as the proposal will greatly impact on your use of the routes.
The consultation runs from Monday 14th November 2022 – Sunday 18th December 2022. There are three events where you can speak to the project team and learn more about our proposals.
